Local Councils have the lead responsibility for transforming adult social care: designing and implementing systems to allocate the money to individuals; developing brokerage; reviewing internally-run services; shaping the external market; transforming commissioning and procurement systems, training and guiding staff, carers and people who use services, integrating systems for Direct Payments and managed Personal Budgets…..the task list is endless.

Much of the work that has been done so far has focused on the systems used by the local authority to give people an upfront allocation of money to spend on the help and support they need (a personal budget). Most local authorities have met the government target of 30% of people receiving personal budgets by April 2011. The next target – 100% of publicly –funded people receiving personal budgets by April 2013 is much more of a challenge.
